If you're actually just using a tethered/hotspot-type connection through your phone, using a secure computer to actually do the browsing and only doing it through Tor, then there's basically no difference between that and a regular ISP. The only thing your internet provider (whether conventional or 4G) can see about Tor traffic is that it's Tor traffic (and in some cases, not even that) - the actual content or integrity of the messages is totally immune to them; that's the entire point of Tor.
So really, as long as you're using good endpoint security (e.g., Tails), then there's no reason you couldn't piggyback on the 4G connection. It's basically the same as any ISP hookup at that point.
Just don't use the phone itself as your browsing device. That's where you can run into problems.
