Will/can police trace a bitcoin transaction to catch someone who ordered a personal amount?

Say one guy allowed the police to look into his bank records, they find out he bought bitcoins. He sent those to a friend who then spent them on the DNM. Will/can the police trace the transaction and ID the person who ordered? No VPN's, just Bitcoin seller -> person1 wallet -> person2 wallet -> DNM.

Poor OPSEC, I know, no need to say so.

I'm no lawer, but I don't believe the friend would be at fault of anything unless he explicitly discussed funding the operation. Otherwise, giving BTC to your m8 is not illegal as far as I know

Yes. Every bitcoin transaction is monitored by the NSA. Because of how bitcoin works, it is very easy to identify you with just a transaction number. Any bitcoin related to DNMS are going to be investigated, and most vendors are caught this way.
