Looks like a piece of normal mail I found(personal, just Xmas cards) has two incisions in the bottom

Just wanted to put this out there. Could this mean either the sender or receiver is/was being monitored? Or are these standard, even if accidental, marks from some of the sorting equipment USPS uses?

This is damage from the high-speed envelope sorting machines at regional mail facilities, you don't need to worry. Larger things (things that don't qualify as 'envelope' size) go through a different automated process, envelopes go through a machine that basically stands them up on edge and then shoots them through like a baseball pitching machine, this is totally normal damage from that process, they are going so fast than the bottom (or top) edge getting torn is expected, especially this time of year when the machines are both turned up to max speed and seeing a lot more traffic so they are more likely to get gummy substances from labels/stickers/postage etc.

Don't worry about it.

I've had DNM packages show up more torn and damaged before, even one with 0 stealth only a vac seal in an untapped priority box that looks like it got stepped on and opened.

I wouldn't worry about it.
