Question about law

What substances and quantities will get a confiscated package bumped up to greater charges for the buyer? What are the differences in investigation and burden of proof for counterfeit currency vs drugs vs other illicit items? How not to get busted should the package be intercepted? Will denial of knowledge be enough?

speaking for common law countries, burden of proof is on the prosecutor. They have to prove intention with the committed act. Failing which, there is no case. With that said, in different countries, there is a certain limit whereby passing it will result in sometimes strict liability cases or mandatory life sentences/death penalty.
