Looks fake as hell to me. Bad grammar and although "enquiry" is an actual word with a definition that is pretty close to the definition of "inquiry", it seems using "inquiry" would have been more appropriate.
Maybe it's just me but that really stood out when I read it for some reason.

I Googled Economic Crimes Unit & it seems to be a unit that looks into fraud, embezzlement, credit card fraud, counterfeiting etc...White collar crime.....Its that way all over the U.S. :-)

Sounds like a better version by google translate of a Nigerian 419 scam. Have you bought any credit cards or guides on carding/defrauding (if so shame on you!! ). These people are scamming all the way, so they don't just stop with the stolen creditcard if they can blackmail a buyer by pretending to be someone else.

Do the postal stamp come from a country you have ordered from before?
