Most people here will just regurgitate information they've seen posted before without understanding the technology who can break into the technology and how widespread android users are being busted.
You can use android if it isn't linked to you like a burner tablet quite easily.Most people here have no idea how law enforcement arrests people or catches them the majority aren't from using a android device but from shitty stealth not using surveillance on a drop dealing in real life sloppiness.
But by all means belive every post by all these law enforcement gurus and all the thousands of "android" users arrested on the forum.

seems dnm noobs suggest using android is recommended, the security of the OS is debatable ? see dnm android for noobs it seems orweb had some flaws or leaks last year, they have been all patched up for both iphone and android now. mobile tor ip leaks and patches
with iOS9 new vpn tunneling frameworks have been added giving the iphone the ability to build system wide tor applications. if you have a developer account you can build and install iCepa a system wide VPN based Tor client for iOS9 so it seems the security arguments that where valid at one point about mobile OS are no longer valid, unless you can show recent or new evidence to still support such a claim.

if you are dealing in person it is probably better than nothing. obviously you can use orbot to access tor. for pgp, you'd need to find a pgp app you can trust. i dont know about that. and you also run the risk of storing things (pgp keyrings) on your phone that you carry around everywhere. sure you can encrypt your device but its still risky imo.

I use orbot, orweb and APG. Alpha bay works on tablet but browse only on mobile. DHL works on both. I love APG for pgp, check it out.

I didn't know anything about PGP and TOR on android until a couple of minutes ago, before I read this. You know what I did? I picked up my android phone and downloaded PGP and TOR...
So yeah it looks like you can do it all on your phone but it's a pain in the ass. And not very secure.
