Few opsec questions thanks for your time in reading this

First off is there a safe number of in transit packages at a time? Dont want to go overboard, also theoretically with full network lock and tunneling all data down a vpn plus tor is close to effective as TAILS? not looking to vend and this is all hypothetical for research, pleas and thank you for any replies just your best guess none of us are experts but we get by thanks

1 is the safest or, 0 as one originally said but then how would we get our drugs? No this is not as effective as tails at all, if tor and the VPN are compromised/not properly implemented/used properly then TAILS is your last line of defence, it forces all internet traffic through specific ports whilst blocking many, spoofs your MAC address and uses an amnesiac approach to computing which basically means as soon as the power is removed all data is wiped.

Use TAILS!!

And seriously, internationally only do 1 package at a time, there is no use in leaving yourself vulnerable to multiple charges and also raising the level of suspicion.
