So, a while back I had an order on Dream that never landed, something that has never happened before (once before actually, but it was a vendor's fuck up). I disputed it after a month or so, seller did not respond, got my BTC back, all good.
The order was from NL to another EU country, but it was really nothing hot, just some dick pills for special occasions.
Today, nearly two months after that, a letter arrives with my exact order and a little printed note. The note seems to be cut from a larger (A4?) piece of paper with a razor or smth and I can tell cause it's not a perfect parallelogram.
The note reads (and I have preserved the exact punctuation or lack thereof):

I'm paying the vendor either way, so it doesn't really matter what the case here is, but if it's an actual note from Dutch customs, that would explain why so many busts are going down and so many packs never land, cause it would mean they are checking outbound mail.
I think they send the letter because they tampered with the mail. Like if you got a pack with a hole in it. It's their way of saying that they did it, so you can't put anyone at fault legally? I'm guessing.
