Package from china arrived when I was not there, was sent "Priority Mail Express International", was not there and now I need to go in to receive it as "No Authorized Recipient Available". Is this a bust?

When I looked online it said that a signature would not be needed. Should I be worried? Just RCS but it's illegal under the analog act. I did not tumble my bitcoins. Very nervous here. If I confirm identity but do not sign can I be arrested? this is USPS

When I would buy legal rc's from the netherlands they always required a signature. Tracked shipping meant signature needed, untracked did not require one
