Basically it helps them to identify the guard nodes corresponding to a given hidden service, which can then be used to unmask said hidden service.

DNMs are DDoS'ed by their competition or for blackmail. Ross paid off extortionists multiple times. It might of course be LE, but they haven't admitted to it as far as I know

This is LE operation aimed to gain control over markets. Attackers are inconsistent with their demands and the only rational explanation is that they utilize shock & awe tactic. This is their job anyways.
