Difference between PGP vs "encrypted email" that doesn't use PGP?

No. With the various "secure" mail providers you are trusting their SSL and whatever javascript "cryptography" they have managed to throw together. They can change any of it at any time to intercept your email and governments can and will force them to do this.

With PGP you have trusted open source software (verify the signatures) on your own computer that handles all the encryption and decryption. It will have a steeper learning curve and you will have to figure out a way to securely handle key exchanges but it is far superior to whatever the company of the week is offering.
