I'm pretty new to DNM's. I asked a vendor something and PGP encrypted my questions, course. However, he answered in cleartext. The text in his answer wasn't really anything damning, but I was still expected an encrypted response. Is this a red flag?

Mine said thank you in cleartext after some back-and-forth in PGP. It seemed normal.

PGP, like others have said is to keep something private between you and a vendor. If he answered a question saying, "yes my weed is potent" there is nothing you need to keep a secret. He sells weed on the Internet.
I sometimes worry on this sub that we beat into people's heads that they have to use the tools, but don't do a good job explaining why they should be used. People will act smarter when they understand how AND why to use certain tools.

What did he say in cleartext? If it was general information, it's fine - it's only sensitive stuff that needs to be PGP'd.
You don't need to encrypt anything but identifying info.
