[OPSEC/Computer] Fucking weird one guys, need advice ASAP! (FUCKING WEIRD)

Hey guys this is fucking weird, ok so basically I got a handwritten envelope in the door today(waiting on 2 orders from evo atm). Let me preface this with that I live in Ireland and live in a 3 apartment house basically, so there's 4+ people living here not just me, this contained first of all a letter saying that I've a €150 euro fine for litter outside my house(we have 1 small sized bin that suits 1 house(not 3 apartments) so it fills quickly). It then shows 2 images of the bin with excess bags beside it. then the weird bit, behind it is a third a4 page that contains two photocopied addresses, first mine(with UK below*will matter soon) then the return address, that my usual vendor uses(1), and my address (WITH UK BELOW, which I have to presume is from (2)'s package due to other vendors I've used before from the country of (2) doing the same mistake. BUT THEN, the dates on the fine are from 10-1-15(7 weeks ago) and says I'm liable to go to court for the fine if it wasn't paid in 28 days, what's got me panicing is the fact those photocopied addresses are how they've sent the litter fine to me, but how the hell did they get it? I probably fucked up due to 1g being seized from me about 2 months ago from a new vendor I should of never went for his good deal on. But what the fuck should I do? Nuke my hdd? I'm just panicking and i've no idea what I should do here. Does this mean the litter warden went through my post? How would litter be connected to customs? Why was the fine addressed to me and not the landlord?! D:

TLDR, litter fine comes in addressed to me when this address is apartments, inside is proof they have 1(2?) orders from me but nothing written stating it. Fine is dated 7 weeks ago so now I'M(?) liable to go to court!? WHAT DO!?

Here's what happened: You threw away your DNM packaging without shredding it first (bad OPSEC).

The city worker who noticed the extra trash bags overflowing your bin looked inside one of the bags, found the packaging (that's how they know it was your bag of rubbish), they took a picture of it, wrote up your ticket, and attached the photo of the packaging labels as evidence that the trash bag(s) in question were yours.

The reason the ticket took so long to be delivered to you is because city government sucks. Just pay your fine and move on, no big deal.

This is blackmail of some sort I think. Handwritten note? How do they want you to pay? Is there a phone number? Address? Check them out to see whether legit.

This sounds more like an individual who has decided to cheat you out of money.
