I would imagine (but don't know for sure) that it is a combination of two main factors.
Simple volume. The US has 320m people, England/UK 56/66m(I have no idea how customs there work, does each country have customs? no clue), Australia 23m. Due to this, there is way less being shipped down under so more of it can get scanned.
More resources. Australia may be better funded and therefore be able to more heavily police incoming shipments.
Combine these two facts and you have a customs office that can catch a lot more contraband than the US or UK

Dogs. Plain and simple. They run more sniffer dogs past more packages.
You guys have a delicate eco-system, being an island not near any other major landmasses. They have to be very strict about importing even seemingly innocuous things like apples or a possible fly egg that somehow got on a package because invasive species could ruin your local flora and fauna. So they screen all packages looking for invasive species (plant or animal) and in the process catch a lot of contraband.
