Because Thailand, like most Southeast Asia nations, has an automatic death sentence for certain amounts of drugs (and it's a pretty low bar), and the penalties for amounts less than that are often decades-long, if not life. I wouldn't call them or show up either (or try to score at all, personally). For whatever reason, something spooked the guy and he's looking for a re-ship. Could it be fraud? Possibly. But given the consequences of being caught, I'd say he wouldn't be too keen to risk two deliveries.
