It'd be poor PR to acknowledge the use-cases for an exit scam.

The average user is soothed by baseless promises, that's the reason they're issued in the first place. The slightly intelligent user recognizes the many situations in which pulling an exit scam is the rational choice for the owners of a DNM.

yeh nah this is just them being professional con artists and as they are building up to the con they have to 'maintain the facade' of trust.

Earlier outages can be used to reinforce trust and make one last scoop as users trust is won over even further.

Brilliantly executed con. But Russians have always been the best in the world at the 'con'.

It sounds nice and reassuring but in reality there are a few reasons why a market would choose to exit rather than continue running. The logic behind the statement may not be wrong but it doesn't really account for the numerous possibilities when keeping the market open would be detrimental to itself or the staff.

Tl;dr It's feel-good PR fluff that neither confirms nor denies an exit scam.
