Depends how you want to look at it. Short story: no. Long story: yes. Big USA 3 letter agencies are getting larger proverbial spying dicks. They've been doing this shit for awhile now. As others have stated, not like they're implementing algorithms immediately at the strike of midnight that they weren't already using simply because it's now "legal."
This will tend to affect Americans using American internet but long-run who fucking knows what they're actually gathering & what they're using it for. If you aren't a kingpin you'll be fine.
