If our ISP's try to control what we do on the internet will there be ways around it?

When you are using a VPN or a SOCKS5, your traffic is obfuscated even from your ISP. It simply looks like you are connecting to a single computer somewhere, which from there your traffic is routed out.

People use Tor even in unfriendly countries, look at the Tor Bridges project or read up on how people are accessing the web from countries controlled by oppressive regimes.

Yes.

That's a little bit like asking "will I still be able to buy drugs if the government declares war on drugs?" The logic is a little reversed though.
