How To Avoid A Controlled Delivery

I am going to show you how you can legally accept any drug package even if it is compromised or contains a large amount of illegal drugs. My source is the 400 page book "Drug Interdiction: Partnerships, Legal Principles, and Investigative Methodologies for Law Enforcement" written by two career sheriffs with the help of prosecutors, law professors, and other law enforcement for the purpose of educating law enforcement personnel and prosecutors. First lets take an excerpt from Chapter 10 "Drug Parcel Systems". I am bolding important parts.

"Parcel systems -private, commercial, or the U.S. Postal Service - are extremely popular for the transportation of narcotics among drug traffickers. Drug traffickers and drug trafficking organizations have used this method of transportation for a number of years. The transportation of narcotics using various parcel systems has been exploited, and it continues to be a popular method of transportation, because it is relatively safe and inexpensive. These parcel systems are occasionally monitored by law enforcement, but in most cases, not enough. This type of investigation is difficult to prove and takes extensive investigative effort. This chapter will outline and provide an introduction to parcel investigations as an investigative tool. Parcel task force groups will be explained in detail along with their role in the investigation of organizations using parcel systems. Parcel facilities will be described, as well as instructions for training parcel staff in the detection of individuals using commercial package locations to ship narcotics. Commercial staff will be trained in the behavior and characteristics of criminal activity displayed by traffickers while using the parcel system to facilitate the drug trade. Investigative techniques such as controlled deliveries and the use of tracking devices will be discussed in detail."

For those too lazy to read the whole thing, I've excerpted some important parts:

the objective is to have a law enforcement officer make the delivery of the parcel to the suspect, who will either sign for or take custody of the parcel. The undercover agent will attempt to solicit any statements in which the suspect may admit knowledge of the parcel delivery. The key to any parcel investigation is for law enforcement to prove that the subject had knowledge of the parcel’s contents. This is critical to the prosecution of the suspect in a parcel investigation. It is virtually impossible to litigate a criminal case without proving knowledge of contents.

One of the difficulties in conducting controlled deliveries is the wait — how long it will take the individual to open the parcel after he takes delivery. This goes toward proving knowledge in a parcel case.

If the suspect departs a location and may have the parcel or the substance contained on his person, a decision may be made to detain the individual.

It is imperative that, if you suspect a package dropped off may be a controlled delivery, that you leave it unopened by the door.

However, this is not a foolsafe method, it will merely reduce your risk:

Experienced traffickers may wait long periods of time, even a number of days, before opening a parcel. The agency must make a decision with respect to how long it will monitor the situation, which will depend on resources and other factors.

It is a best practice to leave any packages left at your residence just inside the door, unopened. Do not open it for hours. Wait a day or two, or longer, if possible. Conduct counterintelligence. Take a walk around the neighborhood and note the presence of unusual vehicles and undercover police. (It may be helpful to look for ball caps, sunglasses, close-cut hair, and a generally douchey demeanor and way of walking)

Put a backpack on and take a walk. If you are followed and arrested, it's a controlled delivery, and since there is no proof that you had knowledge of the package's contents, you will beat the case.

The aforementioned advice will be less useful if there is an electronic alert device in the box. Simply disabling the device is unlikely to be useful, since it sends a constant signal, and the sudden silencing of that signal will likely trigger immediate execution of the warrant.

Other useful info:

Trash should be examined for remnants or trace amounts of drugs, evidence of parcel activity such as discarded packaging from parcels received, and other evidence of narcotic activity. Investigators have found trace amounts of drugs in discarded packages.

Be sure to dispose of all packaging in a location distant from your residence. A garbage can at a public transit station, a local park, or a fast food restaurant are some examples that spring to mind.

And remember: if the worst should happen, never, EVER admit anything to the police. Tell them you wish to exercise your right to remain silent and be represented by counsel.

Here is a question. I know Mr. mailman comes at around exactly the same time. Everytime between 10:30 and 11am. I am also able to see Mr. mailman make rounds to neighbor right before he comes to drop of my mail.

Are CD's as punctual or are they delayed or earlier? Will Mr. DEA Mailman drive around the whole neighborhood delivering mail before he comes to fuck you..?

If you received a package in the mail you weren't expecting, you would open it straight away. Illegal drugs wouldn't even enter a normal person's mind.

The only reason you would leave it unopened for days is because you know it contains drugs.

A normal, innocent non-drug user would open it immediately and call the police, or dump it and its contents in the trash. As you probably don't want to report yourself to the police, just in case it's NOT a controlled delivery, I say:-

Dump it in the trash, then fish it out just before its collected on collection day as the most reasonable solution for anybody who suspects a CD, but isn't certain. Unless my logic is flawed, and my memory of being a normal, non-drug using person is hazy.

Does a tutorial/guide/help page exist for dealing with CDs? I feel as though putting together a "Controlled Delivery How-to" and putting it in the sidebar would be a great resource, and might also help reduce clutter on the sub, as newbs asking the same questions about CDs could simply be redirected there. Hell, this post alone provides most of the information that would need.

So quick question. Let's say hypothetically I get a CD or get raided or whatever. Even if I had the proper OPSEC and they couldn't prove I knew what was in the package... if they found pot in my apartment I'm boned right? Is a CD an automatic search?

In other words, should I be going through great measures to hide my drugs whenever I'm not currently using them?
