address flagged but moved states?

I know of someone who was expecting a CD or a love letter approx 3 weeks ago at his po box but the fuckhead was stupid enough to keep ordering instead of laying low. But i recently found out that he actually moved out of states and has been getting shit sent to him there, real name and info. Assuming that the original address was flagged, does getting flagged only mean that certain address will be under investigation/suspicion? Or does that mean no matter where he moves to, his residential address will be flagged?

mail forwarding is a flagging system that re routes your name and address to a new one. i'm not sure where down the line this happens, i assume the mail goes to your previous address location then gets forwarded to your new address. i don't however think the origin sort center flags your old address and re-routes to a new one. so the concept of having your address flagged isn't really implemented domestically.

like sorting center x doesn't scan for your friends name and pull the package to the side. just think about it, they would have to check every piece of mail for your friends name, that just isn't happening.

usps isn't fully electronic yet, like private couriers are. customs can sort out packages from a specific known area to scrutinize, but they are heavily understaffed. there was just a senate hearing on drugs through the postal service, if you watch that hearing you would gain an understanding of problems usps and customs faces stopping drugs from coming into the country.

if your friends address is being watched its not being watched anywhere else but in the town he lives in. the postal inspectors have computers and can pull up delivery history but his address isn't in any real time database where his packages get tracked or something like that.

if anything its a postmaster at his local office checking for any suspicious packages. there are plenty of people who order meds from india and get them seized but order again and there packages come through fine, so peoples address are not flagged maybe logged but not flagged and sorted.

if he moved to a different state who is to say that is not just another person with the same name ? again even if they could look up all the john smiths in the country they are not going to scan and track every piece of mail every day for john smith and see where it goes.
