What do I do when I think I've been scammed?

The order was marked shipped 2 weeks ago, but this vendor was actively updating his profile about experiencing delays, so I waited until yesterday to message him.

He replied saying that my order was marked delivered and that I should have messaged sooner.

I didn't think it would be a problem that I messaged "late" considering I've had orders from come in 3 weeks after being shipped before.

I FE'd because of his reputation on Middle Earth, but now I'm regretting it.

I don't expect him to agree to reship the whole order, but how do I proceed asking for some type of reimbursement without sounding sketchy?

Never FE for a vendor that's anything less than a saint. There's really nothing you can do, the admins have not been responding to messages (check their pages and note the dozens of complaints with no response) on that site. You should keep messaging the vendor. If it was domestic then there's no reason it should ever take more than two weeks, so if he refuses to give a refund it's probably a scam.
