He tossed his computer. He asked me to see if it's worth contacting the vendor to see if he would help with a refund and what not.
If the vendor looks at tracking to confirm story what will the tracking show?
Most likely not, no. If the PO is doing things correctly, the carrier scans the label right when they deliver it. Occasionally things get scanned out of order, but it's pretty uncommon.
Do you mind giving everyone more detail about exactly what happened to make this a controlled delivery? If a law enforcement agency delivered the package, I don't think that it's likely they would scan it; at the point that they confiscated the package in order to go through with the delivery it really isn't in the USPS system any longer.
This sounds cruel, and I don't mean for it to be, but I am not sure why your buddy is concerned with a refund? Is it a problem with stealth or profiled packages? Or is your buddy a reseller or someone that LE would have been looking at? Vendors generally are willing to refund or reship when they've made the mistake or even sometimes if it was an issue with the mail, if the vendor is super cool and wants to retain the customer. I hate to be harsh, but it sounds like the vendor did his job here.
For everyone's benefit, can you describe the CD as well as what your friend is charged with (if anything, or if the police simply came to talk to him after a delivery.)
