Never accessed "deep web" before and I'm thinking about using PIA VPN to buy fentanyl for one time use. Any other VPN suggestions that may be better? I don't mind paying more just interested in being properly secure.
Good VPN to use?

https://www.reddit.com/r/DarkNetMarketsNoobs is where you need to go. Look at the side bar in that sub first. You might find an answer there.
VPN's are a completly unknown third party. There is no way of knowing if they keep logs or if they are an LE operation all together. I suggest looking into tails. It's free and open software and is proven to work. It also comes preinstalled with a btc wallet, a pgp applet, a password generator, exif data remover, and loads of other privacy tools. Donate that money you would spend on that VPN to tails, they're worth it.

"A VPN based on OpenVPN and operated by activists and hacktivists in defence of net neutrality, privacy and against censorship. "
they accept bitcoin too https://airvpn.org/

Generally good advice so far. Nord always receives high marks, I personally have no concerns with PIA as they've been proven in court not to comply/be able to comply with FBI requests (for a few reasons), and I'm doing some testing with CyberGhost right now as well.
r/privacy and r/VPN (along with their community pages and referenced related sites) will have lots of great info, and Deep Dot Web at least DID also have a great VPN comparison. Torrent freak also usually puts out annual VPN reviews/info (last year's main VPN/privacy article here https://torrentfreak.com/vpn-anonymous-review-160220/ ).
Fly safe out there and do your research. Lots of good options, and a lot of lousy ones as well. Don't leap until you've looked - a lot.

Been using PIA for over a year with no problems.

r/privacytoolsIO and their site is the best place to go for good VPN recommendations. You do not need a VPN to use the darknet at all. Use bridges if you want more protection with tor.

The two most important words in VPN: NO LOGS. Some companies * cough cough U.S. cough cough * are bound by law to keep 6 months logs (e.g. user's activity) on their servers. Now, IDK what's the requirements for handing over these logs to LE is, on a criminal case scale, but I know this for a fact. 6 months logs. Anybody claiming otherwise or he has no fucking idea of what he's talking about, or he's profiting from it. Word! So, long-tail your searching keyword into something like "VPN no logs" or so. Happy hunting!

Bunch of shills here.
For the love of God, use /u/thatoneprivacysite's guide.
I use nordvpn, prepaid for two years service with btc totally anonymously. Their hq is in Panama (thanks for the correction), outside of US jurisdiction.
Edit: if you're going to be buying, I highly recommend you get tails and only buy over tails. I just use vpn all the time, can never be too cautious.
Re-edit: since you've never even accessed the deepweb, you should spend a solid couple days going through all the guides on r/DarkNetMarketsNoobs before you even think about buying
