ELI5 - whats going on with the current state of the DNMs?

All i really know if that they are being attacked by unknown forces but then someone mentions this is a TOR problem. If its a TOR issue why are not all the markets down vs just the popular ones? And whats up with this ticket? I tried reading it and i got more confused.
