This is all hyperbole on par with the fake bomb detectors that got sold for US Army use in Iraq a few years ago.
Deanonymization is a very real danger on the Tor network, which is why the browser is constantly being updated and Tor is always trying to encourage more people to run nodes. From what reading I have done lately, the biggest current risk is there being a large number of exit nodes controlled by a malicious party(in this case the government) that a user's information can be compromised and tracked. To be completely honest, the exact mechanism of this specific attack is a little over my head, network protocols and attacks have never been something that exactly gets my motor running.
That said, the ease with which they're claiming to be able to do literally any of this is way over the top and if it were true the feds would have a bigger problem on their hands than tracking DNM users. The damage such vulnerabilities would have on US operations would significantly outweigh the rewards of catching anyone using Tor. As it stands, there's more than enough low-hanging fruit for them to pick that they don't need to be concerned with cutting down the tree to get every single fruit on it.
TL;DR: Vice doesn't understand what they're talking about and is taking an over the top sales pitch for a contract at face value without any inherent understanding of the technologies being talked about.
