Thought it was a semi-interesting read (the article). I'm still sifting through the report. Section 6.3 (Page 12) addresses use with Tor.

It's unfortunate that you can't really guarantee you are safe from big brother watching over you. VPN's are great and they do help with your privacy but if you really did have something to hide then you would have to go all out to keep it that way.

The information in this study is outdated, every major VPN provider offers IPv6 leak protection.

You should never rely on VPNs to remain anonymous, the only good use for a VPN is to protect youself from your ISP. The VPN will encrypt all data so that your ISP will not know what you are doing.

This is why I prefer to use a VPN plus go to a place with public Wi-Fi. If there is a Starbucks and a restaurant next door I go to the restaurant next door and use the Starbucks Wi-Fi plus a VPN, or I use 2 or 3 VPN's at once. Then again I am super paranoid about security.... but why not be? Virtual Machines are the way to go honestly
