This sounds ridiculous the vendor should be using atleast a plastic baggy with a ziplock. If not then just put it in Mylar.. Come on we are ordering drugs here and even if it was something somewhat legal like an RC Atleast put it in a plastic bag then fold in paper. Mylar always recommended although it's more costly for the vendor.

It's called a "wrap", and its the way cocaine used to typically be packaged. At least here in the UK
The ability to fold one is the sign of an old-skool pre-internet street dealer, If a powder still has traces of solvent remaining, the paper wicks away the solvent to evaporate in transit (and smell).
The paper was often from a british tabloid. Unlike baggies, the presence of a newspaper is inadmissible as evidence of drug dealing, and wraps don't retain fingerprints well. We expect our coke to be wrapped in newspaper like our fish & chips.
A baggy would become wet inside, and the solvent condensation dissolves the toxic pthalate plasticizers from the baggie, and also cause lots of powder to stick to the bag
Lots of dealers can't fold a wrap nowadays. It even sounds like some of you kids have never seen one before. The darknet markets mean there is no point to dealers now. They don't add value. In fact you're lucky if they don't add talcum powder, and you are the first generation of drug users who may never have to meet one.
