Postal Service almost never denies mail-surveillance requests

This is actually more of an information sharing technique than actual surveillance though. The postal service is not actually doing the investigation, simply passing on the basic information that they use to deliver a letter, ie what the letter looks like, who its from, etc.
Limiting the postal services ability to share information with other government departments would be a good start in order to end this practice, however that would only account for 22% (ATTFA) of cover requests.

It doesn't surprise me. I wouldn't be surprised if in a few years from now the laws and regulations of inspecting mail (domestic and International orders) changes completely. The Gubmint isn't just going to sit around and watch this continue to happen. I dont want that of course, but I foresee it for sure.
