What's to keep Tor Project from being Gov't controlled?

Serious question though, so what's the deal here? How do we know they don't have FBI and DEA staffed as Tor Project?

It was at one point. Read its history.

It shouldn't matter if they are. Just like it shouldn't matter if law enforcement is running a market.

Tor is open-source. You can check out the code yourself, and you can be assured than people way more geekier than you or me are already checking it out looking for holes. Finding a security flaw in Tor would get you tons of geek cred, which you can exchange for free pizza rolls.

The thing you should be concerned about is whether the NSA is running a majority of the Tor nodes.

Similarly asking what's to stop from light bulbs being government controlled. The schematics are available to all and is public knowledge. Likewise with Tor being open sourced and whatnot. Technically by law the government can always take over anything, the only difference being if they can actually enforce such a thing.
