Are you asking because you are curious or are you asking because you are going to attempt to code one? I don't mean to sound like a jerk but if you have to ask you should not attempt to code something that demands such high security.

If you're writing a market, why do you care what the users think about your choice of language? You're the one that needs to write the thing. Secure code can be written in any language, insecure code too.
Choosing the right language for a project is a very project specific problem. What libraries/frameworks do you need? What language are you most comfortable writing in? Will anyone else ever maintain the code? You don't want to write a market in Haskell and expect that any old coder is going to be able to work on your codebase.
I disagree with the others telling you not to try if you really want to. Nobody knew how to build a market until someone did it. You'll have to dedicate tons of time, effort, money, and you'll almost certainly fail. But you have to take risks in life.

Is it because you are planning to run one? Or is it just for "learning purposes" and you are planning to develop and open source project?
If it is for the second reason, I've always wanted to started an open source project :). I have some code for some stuff I previously done that could be reused (I did a btc tumbler and a btc library).

PHP can't be compromised very easily, unless you are a bad coder.
JavaScript, flash, ActiveX. And unsigned applets of course
