no. higher is always better. The lower it is, the more likely it will be unencrypted in the future.

if you have an existing key and web of trust it is fine. using a 2048 bit key is infinite times better than using no key. A 4096 bit key is a solid upgrade and you can do it when your key expires.

Unless you're Edward Snowden and the US govt has a very vested interest in decrypting your message, 2048 should be fine. However, why not upgrade if only for the peace of mind.
Why wouldn't you just make a 4k key?
