No. Markets are always going to be shut down one way or another over time. Either they go out with a scam (sheep, evo), quietly shut down (BMR) or get taken down by LE (SR, SR2). Decentralized markets may have the ability to last for longer periods of time, but every market and vendor is playing a race against the clock. The longer they stay in the business, the better the chances are that they will be caught.

Short answer is no. LE will keep busting whatever the biggest fish is regards DNMs, and shortly after someone will come along and set up the new next big market to take over. It really is the circle of life with these sorts of thing. Does anyone really expect Agora and Blackbank to still be around this time next year?

Only way I can think that this might be possible (but nothing is really forever, let's just say a long time without scam or bust until replaced with something better) would be for a decentralized system. Anything centralized will end up in a bust or a scam. In a properly implemented decentralized system it'd be near impossible to bust the platform itself. Vendors will of course get busted.
