So I didn't use PGP when SR and SR2 went down

Does the LE have my address? Could they be tracking my orders and phone?? Is this a plausible concern or am I just being overly paranoid?

I placed maybe 5 orders total from both sites, not bulk.

I just can't understand why people do not use PGP. It takes only an extra couple minutes and can really save your ass. I mean I remember being a bit confused at first how PGP worked, but I figured it out, not entirely at first, but eventually I did. Should PGP be a requirement for all orders? I don't see why not.

There's tens of thousands of others in the same position as you, and there's been no reports of widespread busts of small buyers since the fall of SR2, so unless you've got some reson for thinking you deserve to be at the top of the list, you're safe.

Yes of course they have your address. So you didn't pgp either time?? Seriously doubt they are actively tracking you or your phone. Your address may be watched though. But even then, I think that's probably being paranoid. Try shipping yourself something and track the pack to see if it's diverted or delayed suspiciously. Better yet, if u have a friend from across the country have them send a priority pack with tracking. Have them make it look like a pack, maybe bordering on suspicious. See what happens.
