Would the FBI have the resources or even care to send information to lots of different countries?
Let's say they discover OP in the United States ordering some drugs from a vendor in Germany , because of the rule 41 change they trace a buyer in the UK to the German vendor OP bought from,. Are they gonna pass this info on to the UK LE.
Is that what this rule is about?? Or is mainly about warrants for computers in the US because they get the warrent for OP they can now legally look into every US computer that German vendor touched??

My only question is, how do we secure ourselves from this? Outside of just Tails, PGP and Tor. What other programs can we use, what other techniques can we practice, to protect ourselves from the 3-letter agencies?

I think it's going to come down alot of waiting till the frist few americans get arrested and seeing what happened. I wouldn't be worried about the FBI turning over information to other countries as much as going after wholesalers or maybe even buyers (to create a tidal wave of "people are obtaining deadly drugs at an alarming rate!" news reports for public support).
I'm not sure what can be done before hand. Off the top of my head, I would hope PGP is still secure and I'd make damn sure I'm using tor while connected somewhere far from where I live, receive drops, etc.
It would be cool to be able to build some kind of cheap mesh network out of raspberry pi's and long range antennas so you could be in one location but actually connecting through the internet 10 miles away. Something where you could connect to the originating node and also change which network it is using to pipe internet into. Shit depending on how cheap/good antennas are you might be able to blanked the city with these devices and change your "location" on demand.
Of coarse you would need a safe location for each of these so they aren't destroyed by weather or stolen. I dunno but it beats driving around.
