If a package gets seized for the 3rd time, who's responsible? Customer or vendor?

I have a package which has been seized in the country of origin. The package has been in the same position in usps tracking for 10 days and hasn't moved. The order was sent on 20/09 and was also under us customs inspection on the same day. As I have said the package tracking has not moved since.

2 previous orders from the vendor have been seized in the destination country. 1 love letter has been received so far. 1 order has been finiized to be sorted out later. 2nd order was cancelled but with a 50/50 split.

The current order is worth 3 Bitcoin and is in dispute. Should I partially send the vendor 50% of the Bitcoin or should I not?
