They do that to make it easier if a vendor is away or something. They dont accept, it gets returned to you. As soon as it gets accepted it goes into multisig and both parties can see that and verify that
I have all three raised and I'm still not seeing it. I did go blind in one eye from an experiment with cinnamon toast crunch a while back.
