Why is there all this focus on people allegedly being arrested or getting love letters for receiving LSD? This isn't the 60's, man. You would think that LE would focus their energy, time, money and technology on something that was a) easier to detect, and b) more prevalent.
Why would they care that a relatively small amount of people are buying such a (relatively) obscure drug? Don't you think they would focus more on, say, heroin, cocaine, meth, marijuana, MDMA, and other more popular drugs? Especially if the LSD vendors in question don't even sell those other drugs. Why bother compromising an LSD vendor, let alone one who allegedly lays his own acid? It is not like they are going to bring down a whole drug cartel by busting a home-based LSD lab. What is in it for them?
It would cost too much money to focus all their efforts on LSD, especially when their expected return is so low. LE cares about BIG busts and making BIG money. Unless there is some highly political reason for going after LSD (which there wouldn't be, because there is no promise of big money), it isn't going to happen.
Unless somebody can link to some trusted and relevant news articles, arrest reports, or a statistically significant sample of love letters (along with information to verify that the letter in question specifically referred to LSD), then I think this is nothing but FUD.
