TOR is not a perfect shield to protect your anonymity by any means. If TOR was compromised severely the best thing to do is hang back and wait. You would just have to be patient and do without your drugs for a while until a new solution is found.
Would the clearnet become popular again?
Everybody uses the clearnet. That vast majority of services we use are on there. The DNM's are accessible though TOR for a reason, hosting on the clearnet would not only be a huge breach of anonymity, they would just not be able to run. They would be taken down almost instantly. You would just have to play the waiting game.
