I would assume it pretty standard practice, TOH has over a million in one of his dd addresses.

It's most likely your vendor is just banking the BTC in an effort to invest in speculation.
If you received your product, disregard what the vendor does with the funds.

You have to think about it.
How much money have you sent? Are you the only person sending money to that address? How long have you been sending money? How long have been the coins there without moving?
Or you could just ask him about it.

Why the hell would any vendor have a unique address for each individual person he sells to? Sounds shady...
Wow, a somewhat unique scenario/question. Interesting. Here are my thoughts (musings, really):
Re: A case being built -- If you're receiving actual drugs from your orders, and your door isn't disintegrating each time...doubtful.
Re: OPSEC -- If that's the vendor's thinking, it's not the best thinking. Particularly if the address is being shared with other buyers.
Re: Coins never moving -- If you're the only one who was given that particular address, he may just not need that money yet. Actually, even if the address is given to others...perhaps he has a day job and is just building a nest egg on the side.
