EDIT: it arrived, after sixteen days! glad I didn't make a thread calling the vendor out by name =) they were suitably apologetic about their mistake
14 days ago I ordered a domestic package on Agora. I've ordered plenty of stuff before then and since, and have never had any problems with delivery.
9 days ago the vendor changed the status to shipped and apologized for the delay. Since then the package hasn't arrived, and I've had no word from the vendor, even though I've tried contact them a couple of time (e.g. two days ago and today).
The vendor has good reviews (~15 five-star reviews), and updated their profile page yesterday.
How long would you wait before you started calling them out by name to Reddit / the Agora Forums?

Message the vendor from the order's details page, to extend the auto-finalize timer.
14 days is the standard domestic wait time to ensure the mail had enough time to sort it out.
If 14 days passes after the order was changed to shipped, open a dispute.
Don't be rude to the Vendor or Staff member when/if things don't go your way during the dispute.
Fastest way to lose 100% is to start getting offensive.
