So now that most banks require an ID for cash deposits into someone else's account, does that make it totally unsafe to buy coins from say Localbitcoins.com via cash deposit?

Whether or not you need to show ID will depend on the corporate policy, local bank policy, trader's bank account status, bank teller's laziness/experience/suspicion, and possibly other factors such as deposit amount.
If all else fails, /r/fakeid

I went to my local bank before and deposited over 1k in an Indian bank account for Etizest and they didn't ask for an ID. I think big chain banks only do this.

Think about it. Buying bitcoins is legal and what is the bank gonna do once they have your ID? The only reason it would matter would be if a package got caught but you'd most likely be fucked anyways.

Not illegal to buy bitcoins. It's either that or people use their Id on coin base and circle. Don't worry.
