You can't "take down Tor", in the same way that you can't "take down Internet Explorer" or "take down Chrome".

They're just web browsers, not sites or servers.

Tor isn't a browser, its a network designed to resist censorship. The tor browser bundle is basically just a modified version of Firefox, but you can use any browser. If tor is blocked in your country you can still connect using an unlisted bridge. If the internet is monitored heavily for tor you can use obsfproxy to hide your tor traffic so it appears to outside observers as normal traffic.

There is pretty much no way to shut down tor entirely without shutting down the internet (and even then you'd still have meshnets), china has been trying for years.
