Prepaid debit cards. Too good to be true?

So I've been seeing a lot of vendors selling prepaid debit cards that are suppose to be risk free because it's not clones of stolen cards. Even though theres always risks, this seems to be the safest thing to do but is it too good to be true? Anybody have any success stories about prepaid debit cards? Horror stories even? I have had my eyes on two vendors. Hackmasters and Unique opportunities. Thanks

The prepaid cards they sell are the ones you can pick up at a CVS. There are more expensive, better ones out there; however, no vendor would waste his time selling those for less than they're worth.

they're definitely carded/purchased using cracked paypal accounts etc. same as the people on localbitcoins willing to pay $360/coin payment via paypal mycash
