Any way to use SKYPE securely on Tails? Possibly without installing it?

Thing is I need to talk to a person on skype, since they are stupid and that is all they have. I don't want to install it since it is not open source and is microsoft product so it's basically a trojan horse.

So is there any way to chat with that person on skype? Either through web or other client that somehow can speak to the closed skype protocol? Anything?

Agreed, if the person is too stupid to work out how to use something other than Skype, they can be assumed to be too stupid to adhere to proper security practices, and they (and possibly you) would be at risk.

Download it on a VM, route your traffic through tor/vpn or both.

Use Jitsi instead. It should be simple enough for them to install, it's pretty user-friendly. If you need high security, make sure that you read out your key fingerprints/hashes to each other and confirm them, during your conversation.

Even if you could find something "secure" that could handle the Skype protocol from your end, anything you communicated over Skype should be considered exposed, as it wouldn't be end-to-end encryption.

Furthermore, you need to ask yourself why you want to converse about something, presumably illegal, with someone who either cannot or will not put in the effort to communicate with you in a more secure fashion. Such a low regard for OPSEC likely applies to other aspects of their life, which could have dire consequences for you.
