all the "official" information I have been able to gather is this little reference in this UN report, which notes that agora had LE pressure matter-of-factly, it makes it seem as a minor incovenience that they had to deal with (like running out of toilet paper) and is never brought up again
Law enforcement pressure also prompted some “voluntary” temporary shutdowns, such as “Agora” in August 2015.

they said they would be back to stop dirty vendors from just taking all the cash at the end

Black market reloaded also promised the same, just be happy that like BMR they allowed users to get their withdrawn coins and gave a notice.

Let's ask /u/Pelican_Vendor. Any input you wise old bird? I heard you know know a few little birds...
They didn't say they would be back. We just wished that.
Most markets either scam or carry on until failure, and get busted. Successful retirement is what every marketplace owner should be aiming for. I had many discussions about this very subject with Agora's owner in the early days of the market, and also via bitcoinfog's support messaging system. I felt pretty sure that agora would be as trustworthy as bitcoinfog, and so did bitcoinfog.
Hopefully he made millions and got clean away with it, having never stolen a penny and providing 18 months of good trading for us all. He doesn't have to look over his shoulder for the rest of his life, I like to think.
The way agora kept bitcoin off the site was really, really clever. It was as far away from multisig escrow as its possible to get. I sort of wish he would launch an agora that isn't still in beta. But I also hope we never hear anything of him again, and never know who Johnny Tightlips is.
