On the forum site Wall Street (found via Hidden Wiki and others), a "trusted vendor" named payp-master is listed and advertises their service of selling "fresh PayPal accounts", as well as also offering a PayPal balance-to-BTC service (i.e. cashout) for an additional amount. Seems to have been doing business for a year or more. Communication/deals are done via a Safe-mail account using this same alias.
This person seems very friendly and helpful in emails and offers to answer any questions, up until you send payment to their Bitcoin wallet.
The benefit of using Safe-mail is that you can see that this user is logging in daily to check messages. The status of emails you send after depositing your Bitcoins will remain as "Delivered", indicating they are not being read and most-likely are going straight to the trash. You will not receive any further replies once payment is sent. Basically, consider your email address "filtered".
His/Her current Bitcoin wallet is now up to 9+ BTC for the last two weeks alone. Likely these people are getting scammed as well.
Likewise, it's possible that the entire Wall Street forum is a front; it's possible the entire site is generated with fake users and timestamps, who post with their "success" stories. Best not to do business with any of the other "trusted vendors" on there as well.
TL;DR payp-master is a scammer. Don't waste your time and avoid at all costs.
