Hubbard allegedly sold the drugs to Henke before he passed away. Federal agents were able to track the drug back to Hubbard through his IP address in Portland.
Neighbors said Hubbard buried the Fentanyl Citrate in the dirt outside his apartment. He also shipped packages with drugs to his friend, Steven Locke, who owns a business in Woodland, Washington, to make the purchases from China look less suspicious.

A suspected drug supplier has allegedly told a North Dakota judge he's one the largest powdered fentanyl dealers in the nation.
40-year-old Brandon Hubbard has pleaded not guilty to several charges including conspiracy to distribute controlled substances resulting in serious bodily injury and death.
Hubbard also admitted to selling more than 400 grams of fentanyl citrate over the Internet, and to buying 750 grams of fentanyl worth about $1.5 million according to the complaint.
Earlier this week, acting U.S. attorney Chris Myers called the fentanyl problem an "epidemic" in Grand Forks.
Overdoses are linked to the deaths of 18-year-old Baily Henke, 19-year-old Evan Poitra, 26-year-old Jessika Erickson and just last month, 22-year-old UND student Alex Davis.
Myers says the seriousness of the charges and Hubbard's own admissions, shows he should be held in custody until trial, which the judge did grant.
