This is only for incoming international mail. Since in their eyes it's not really the property of anyone in Canada yet. This does not fall under the normal laws and regulations that the postal workers follow and all CAD-CAD domestic orders should be good to go.
That being said I hope this weeds out the lower tier vendors from the top tier. Change up your packaging once in a while. Ship from different areas, do something since no one likes getting the same package from the same fake ass company forever.

Canadian vendors should start shipping bags of sand or marbles, or small metal bars, with their orders otherwise under 30g to get around this. I mean, come on, 30g is such a little weight, even a magazine would probably be enough....
