Vendor on a market doesn't have PGP. Thoughts and reasons why he doesn't use it ?

So there's a vendor for a product that I'm really interested in, has pretty good reviews, not bad at answering questions. But he doesn't have PGP attached to his profile.

Is he a noob ? Is he just a retard ? His vendor account can get hacked easily since he can't enable 2FA without a public key on his account. But he uses escrow.

Has anyone else encountered a situation like this ? Common sense dictates to avoid the guy because of this reason.
