The only reason any of this matters is in a case where LE has isolated your TOR traffic and discovered your true IP address. Right? Because otherwise it wouldn't matter, they would just have the coordinates of a random Tor user.

So in your theoretical situation where they have tracked your real IP address, you would be just as fucked if you were using xfinity hot-spots. When you use an xfinity hotspot, your IP address is tied to the physical address where you logged in. They don't even have to go through the trouble of tracking the device, the physical location is literally inseparable from the xfinity IP address.

Plus the burner hotspots can be taken with you anywhere and so you are not dependant upon xfinity hotspots. You can check your dark net e-mails or track your package from anywhere that Verizon has service, which is almost everywhere.

Let's be real though, honestly, 99.999% of the time, LE will not be able to crack your real IP no matter whether you use comcast hotspots or burner devices, provided you are using the most recent version of TAILS and safe browsing practices. Extra precautions like these (VPN, Comcast hotspot, Burner hotspot) while logging into TOR are, for most practical situations and purposes, just for keeping your real identity separate from any TOR activity, whether that be your home wifi or tethered to your smart phone. This is why the convenience and mobility of the burner wifi hotspot outweighs being tied to comcast hotspots, for me at least.

Technically speaking, if your phone or other mobile device has GPS, it's always turned on regardless. Turning off your GPS only disables it for the apps on your device, it's still available to your carrier and emergency services.
