The government, FBI, DEA shall not persecute responsible drug users if the following criteria are met:
-medical or psychiatric reason such as pain or depression
-small personal amount
-no criminal record
-does not harm others or self
-above 21 years of age
-non injection user
However, traffickers of large amounts will still be persecuted. Also, criminals, hardcore addicts (IV and needles), DUI, manufacturing of fake and poisonous drugs such as fentanyl as heroin, will still be severely dealt with.
The main difference once the law is in effect would be, the law will display special leniency to arrested drug offenders who meet the stated criteria. So, if a person is caught for weed or heroin use, if the criteria are met, he shall not be persecuted but be freed totally with a fine ticket.
However, since the law is new, to prevent loopholes, a fine not exceeding $500 will be in place. This is to continue to discourage illicit drug use to the general public.
