Possibly Seized Int'l Pack? (a confusing situation)

I ordered an international pack from a trusted & successful vendor (to USA), whom I have ordered from before successfully. The pack contained a small (personal use amount) of a schedule 1 substance. It was shipped via UPS and tracking shows no movement for over a month.

The most recent tracking update occurred a few days after it was shipped, and said "held in warehouse" at a UPS facility that handles incoming international mail. There has been no update on tracking for over a month after that one.

Although this vendor's stealth is one of the best I've ever seen, I am afraid my pack may have been seized but not certain. I got into contact with several other buyers (more than 5 total) who had a similar problem with the same vendor at the same time. Some of them had tracking saying "held at warehouse" like mine, some of them had tracking saying "departed from clearing agency", and there was even one that said "out for delivery", but ALL of these buyers including myself have NOT received their packs.

The vendor uses the same return address on ALL packages, which could explain why multiple buyers were affected (one flagged package would flag the rest of them, and the ones that already cleared customs could have been 'recalled' once the return address was flagged), but the confusing thing is: there were also cases of many other buyers who ordered at the same time or shortly after the affected buyers, and those people received their packs quickly without issue.

So this leaves me a bit confused. If in fact 1 pack was flagged, causing the return address to be flagged for several other packs, why would some of those flagged packs get seized and others allowed to be delivered?

Both myself and the other affected buyers have not done anything directly that would flag our packages (e.g. checking tracking through tor), so how can this situation be explained?

Is there anyway (without contacting UPS) to know whether my package has been seized, and more importantly whether or not my address is also flagged now?

If my address was/is in fact flagged by UPS because they discovered the package/contents, does that mean my address is also flagged by USPS? I was thinking of possibly ordering something domestically via USPS and see what happens with that, but I don't have enough information yet to feel safe/confident about doing that.

Someone with knowledge on this subject please give me some input and advice on what I should do (other than "clean house" which is obvious) and how I could possibly get info on the status of my address.

pretty irresponsible for the vendor to use UPS. they are a private entity and do not have to follow typical warrant procedures; if you ship with UPS, fedex, DHL, et all, your mail is subject to search at anytime by the company.

clean house and name and shame the vendor for using a dumb shipping method instead of the proven method of USPS/local international mail combo.
