To be frank, Ross is very intelligent, and intellectually it's hard for him to find peers to talk to. Not everyone--he's met some people. But some of these people, he said, are very close to being retarded.

To be honest, city jail, county jail, and state prison does have a bunch of retarded people. Not mentally handicapped, but knuckle dragging mouth breathers. The worst kinds of people. Like, imagine the dude you knew who always "kept it real". He's there. There's 10 of him in every block.
