If your vendor is competent they should be equally hard to find. However if they just toss them into an envelope pills are more recognizable by feel. What do you mean by original packaging? A blister pack? That might rattle.

If it gets x-rayed both will look suspicious enough that they will open it. More importantly you want to beat the dogs since thats how they do bulk packages and in that case I also don't think it matters if pill or powder.

powder will always be harder to detect. pills you have to keep from rattling which isn't hard but if you have the option id go with powder.

Assuming the sender is an experienced packager who knows what he's doing. and all else being equal..the answer is without question powder. Think flat--packing.
I always go with powder. A bag of fine powder is not likely to arouse suspicion if it's flattened in an envelope. Pills just seem much harder to hide because of their inherent inflexibile shape.
