Vendor sent me tracking # unencrypted?

I've been waiting for a pack so I messaged the vendor asking him to check on the tracking, and to just let me know if it is on track to be delivered soon. I didn't request for the tracking number. However, he replied with the tracking number unencrypted. I would assume that it should be PGP encrypted because it is sensitive, personal information.

There is nothing wrong with that. Don't track the package through the USPS website. You can use tor and iship to safely track packages. Get a PGP key on your account so the vendor can use encryption. You can't expect to have something encrypted if you don't provide a key.
