Decoy tends to be a disguise like maybe a small toy. VB can be as simple as a slip of paper hiding the product. (but a decoy can kind of act as a VB)

A decoy will convince someone that there is nothing to see.

Visual barriers merely hide the product from curious eyes. The purpose of a decoy is to make whoever looks think that whatever's being shipped is totally innocuous. A good decoy could be anything from a small toy with the order packed inside to a legit-looking invoice coupled with what looks like the professional packaging of a regular commercial product.
