What is a neutral rating?

A buyer gives a vendor a positive rating when the product is received and arrives advertised (i.e. weight, correct substance, etc). A buyer gives a vendor a negative rating when the product is not received/not as advertised. But what about in between these two scenarios? What exactly does a neutral rating mean, and when should one be given?

When a pack is late but high quality, when shipping is alright, product is alright. basically when the product is 4-10/7-10

Basically if you're partially satisfied. Got your pack and fairly quickly but quality isn't the best? Neutral.

Many vendors group neutral very closely with negative for some reason. I see vendors say they will blacklist people who rate neutral or negative so this is what I think the scale is for many vendors:

Positive = If either below advertised weight or stealth meh or slow shipping time then a positive rating is expected as long as it is only one of them

Neutral = Same thing as positive except 2-3 of those criteria are met

Negative = Different product recieved, product cut with dangerous shit, non-arrival, CD, heavily underweight all constitute as reasons for a negative rating

My scale may be on the generous side though.
