I guess it just doesn't offer anything that the other markets don't have. It came out in 2013, back when SR1, then SR2 and Agora dominated the scene, so it had no chance against any of them.
When SR1 went down, Sheep and BMR stood to cash in on the chaos, leaving Dream out of the pie.
By 2014, Sheep and BMR were out, and SR2 was shitting the bed. Agora couldn't stay up for its life, much like it still is. But it didn't matter, as Evolution arrived on the scene and grew exponentially from its inception. Again, Dream didn't stand a chance.
Operation Onymous slightly changed the scene for DNMs, but the biggest players remained untouched. So Dream wasn't in a position to really expand. The loss of SR2, which was already in a steady state of decline, merely pushed users to Evo.
In March 2015, Evo pulled their scam. The DNM community was shocked and temporarily thrown into a state of chaos. However, the community recouped under Agora, Nucleus, BlackBank, and AlphaBay. Nucleus had a slick layout and speed, BlackBank had multi-sig and reliability, while AlphaBay had uptime, speed, reliability, and constant updates. Agora was still fighting excessive downtime, but was generally reliable long-term, so it remained big. Dream didn't really have a lot of what these guys were offering and still doesn't. Hence, it isn't very popular.
Sorry if this is a shit ton more info than you expected, but I feel it's worth knowing the full story about why Dream Market never really was a huge hit. The market works if that's what you're asking, it just doesn't have any advantages over the other guys. By now, it's been outclassed by more advanced competition.
