[OPSEC] Is ordering internationally safer than domestically?

I'm specifically talking about regions like the EU. When ordering domestically, if a vendor is busted, and they find your adres on a package there, the police can come knocking (as has been proven by german police raiding (even small) buyers a few months back).

I assume this risk is reduced by ordering from neighbouring countries, instead of domestically. As police isn't likely to coordinate internationally for small amounts. Or do the extra borders the pack has to cross, actually increase the risk?
