Due to NAFTA there's a fair amount of legitimate mail going between the US and Canada.
There is much less legit mail coming from NL to the US however, which is one of the most commonly intercepted countries. Any recent Canadian bust has been a bump in the road, nothing major.
Even DrX's bust really had no impact on border security, the US seems to be more concerned with illegal immigrants and potential terrorist threats coming in from Canada than drugs through the mail.

If the kibbles you are talking about are ketamine, you should be ok. I doubt dogs sniff out the most widely used tranquilizer in veterinary applications. That being said, as far as customs is concerned, Vancouver packs go through San Francisco, who are notoriously tough.

please do your research a little more before you post shit like this. It depends on what you're ordering, how much, stealth of the vendor. An envelope from NL (LE for "drug country") with a sheet of acid with minimal stealth will likely make it to you safely; ordering multiple grams of "pure colombian fishscale flake cocaine 90%+ pure promotion" for $17 USD from a canadian vendor is a little more risky, especially if the vendor just scoops his powder directly into an envelope and marks the return address as "Dr. Feelgood".
You're not asking for your pet dog, he doesn't want kibbles, and he doesn't have a girlfriend in canada. i don't think dogs are particularly well known for their opsec standards and you want to order drugs. if you legitimately think that SWIM and other terminology actually makes a difference, I would encourage you to do a little more research and get your priorities straight
