Police bust 'drug kingpin' operating in Montgomery, Fairfax, Baltimore Counties

GAITHERSBURG, Md. (ABC7) --

Montgomery County Police and the United States Postal Inspection Service busted a major marijuana ring that, authorities report, was operating in a number of family-oriented neighborhoods.

Joseph M., 22, of Hagerstown, Anand J., 21, of Gaithersburg, Payton J., 19, of Gaithersburg, Richard L., 30, of Silver Spring, Andrew M., 21, of Germantown, and Derek P., 33, of Montgomery Village, were all charged with a varying number of criminal drug offenses. Joseph M., police said, was the kingpin who orchestrated and directed the drug ring's day-to-day operations.

Joseph M., who lived in a modest Hagerstown home with his father, allegedly created a web of nine stash houses across Montgomery, Fairfax, and Baltimore Counties. The 22-year-old would then have dealers in Oregon and California routinely ship marijuana to his catalogue of stash houses by way of the U.S. Postal Service. Residents at the stash houses accepted the nondescript packages in exchange for cash and pot, paid out by Joseph M. Drug dealers would then pickup the narcotics and sell them to users in the area, police said.

Police said Joseph M.'s marijuana was stored at the following addresses: REMOVED ADDRESS in Gaithersburg, REMOVED ADDRESS in Gaithersburg, REMOVED ADDRESS in Gaithersburg, REMOVED ADDRESS in Montgomery Village, REMOVED ADDRESS in Germantown, REMOVED ADDRESS in Towson, REMOVED ADDRESS in Halethorpe, REMOVED ADDRESS in Lorton, and REMOVED ADDRESS in Falls Church.

According to court documents, Payton J. was running drugs through his parent's home on REMOVED ADDRESS in Gaithersburg. Payton J. answered ABC7's knocks at the door, and during a short conversation, brushed off the criminal charges he was facing.

"Are you guilty as charged," ABC7's Kevin Lewis asked the 19-year-old. "It doesn't matter," Payton J. responded before closing the front door.

Diane Cunningham lived next-door to Anand J. who, police said, was accepting Joseph M.'s pot packages at his mother's home along REMOVED ADDRESS in Gaithersburg. Anand J.'s mother, who was battling cancer, was none the wiser.

"That's quite amazing," Cunningham remarked from the front door to her neatly maintained home. "I knew something was going on, I just didn't know what."

Cunningham, who has resided in her peaceful middle-class neighborhood for nearly 30 years, vividly recalled the day police stormed Anand J.'s mother's home.

"I saw all the police cars coming up really quickly. The SWAT team got out with their guns and started running, they were standing in our yard," Cunningham added. "It was quite scary."

In total, investigators said they intercepted 85 pounds of Miller's pot, worth an estimated street value of $300,000.

On Thursday, prosecutors indicted Joseph M. on charges of 'drug kingpin' and import 5-45 kilos of marijuana. Should he be found guilty on both counts, a judge could sentence him to up 50 years in prison and $1 million in fines. He would additionally be ineligible for parole or probation.
