Title: is it possible to cancel a bitcoin withdrawl

if you submit a withdrawl and it hasnt been confirmed by the block is it possible to cancel  and have the coins returned

Transactions propagate through the network before they are included in a block.  When someone mines a block, all the transactions they know have happened recently get included (if there is space or they pay enough fees).  Essentially once you tell one person, they tell 5, who tell 5, and soon enough the transaction is on thousands of PCs.  Being included in a block is just when it's made official.
