Hi Guys,
I have lived in rural America most of my life and when we have problems with Racoons in the foothills of the Cascades we take care of the problem with a 22.
Unfortunately I now live in the city and low and behold what is that comotion out on the deck? Fricking Racoons. I have talked to a few neighbors about it and all share my frustration. The city does not allow gun use within the city limits. They also do not allow traps to be set for Racoons. One of the ladies here on this street said she used to live in Wisconsin and her Dad would shoot Racoons dead with some sort of ammo that made no noise. It was not very powerful but good enough to kill a Racoon at short range. Anywone?

Does gun use extend to air guns? Lots of people use .22 air rifles in the UK for small game hunting as we've got such tight gun laws. Clean and quiet.

A .22 is pretty quiet, you could probably get them with a good pellet gun if you don't want to worry about as many laws.

Most of the pellet rifles on the market now are at least 900FPS and above. Should take care of your problem.

.22 LR with subsonic ammunition is a good choice.

Given your situation I'll throw another vote in for a .22 caliber pellet rifle. You can get decent ones under 150 bucks (with a scope) that shoot ~1000-1200fps. That will certainly handle the job and it's quite even compared to a .22 rimfire. If you really feel so inclined it's fairly easy to make a cheap silencer for it.

just get some rat shot for the 22. it is like a shotgun shell for your pistol

I thought you guys ran out the "racoons" back in the 50's? Just kidding!
