Title: Out of Escrow System

It seems that there is a split in our community about the new penalties against people who do OoE transactions. I can understand that we need to keep security up and make it difficult for scammers to gain a foothold in our midst. However, I feel that some of the larger more proven "vets" feel like this is a penalty and rather large tax on their transactions.

I propose a system be developed that allows you to make out of escrow transactions under the blessing of the site, (have a set amount of OoE transactions that you can make listings for and get feedback on at a time). You would not unlock this ability until you had completed X (SR appointed number) transactions and proven yourself trustworthy and capable of handling our money.

Thoughts? I am really high right now and sort of rambling.

I think out of escrow really is rather important. I don't appreciate it when vendors have a policy of requiring out of escrow payments, but I can fully understand why they want to do out of escrow payments for new buyers; new buyers are very apt to be scammers.

I think the most appropriate balance would be restrictions on when vendors were allowed to require early finalization: say, buyers with under 10 purchases or over 10% refunds may be asked to finalize early, but may not be required to do so.

Maybe SR would want a more advanced system that takes into account the value of the purchase, because more valuable goods are more likely to require early finalization. But, really, more than anything else, I think the buyers need to know that they should avoid early finalization like the plague.
