Say I was ordering a bulk amount from China and it got marked for investigation.. I already know dogs aren't trained to smell it... but if the package was disguised and then opened, would customs have a way of testing to see if it was a 2C drug, besides of course taking it and tripping?

Absolutely.
Here is the entire list of them already tested out.

Hm, so would this decrease the chances of such an RC making it from China -> USA?

You can get a solid idea of what quite a lot of RCs are with the NIK test sets that most customs will use. If it's suspicious enough to test, they'll probably submit it for a gas chromatography test anyways. I think the greatest barrier is education, I don't think most of them will know how to determine what anything but the most common narcotics are.

That's a valid point. With so many powders and other supplements coming out of China, they probably are only able to identify the most basic ones such as Weed, MDMA, etc

Does anyone know the protocol they go through when customs finds a suspicious package? I'd assume they walk dogs by it and some reagent test, or do they send it right away too a lab to get tested?

If they think it's suspicious, they won't bother with a dog I'm quite sure. Customs doesn't need a reason to open packages. From what I've seen on programs about the Australian and NZ customs our customs initially use NIK tests. I'd guess they'd follow something like this http://image.bayimg.com/gadbmaadb.jpg if it wasn't immediately clear what it was. I'd like to know more about this too.
