A forum for each of the different languages spoken here, or just the main ones like Dutch Spanish French etc.
-
...ok, means extra support and resources; there are ways of adding language support to webpages, but whether its supported and then the obvious questions are all
msg's going to be translated correctly....
dunno

an automatic translator, like google translate, it translates the page into your preferred language ...
-
3-4 new forums for the main languages with at tops 1 moderator per forum (you dont even need moderators for foreign language forums usually, as there isn't near the amount of activity in them as an english forum but 1 volunteer moderator with privileges just for that forum would be okay) would not take a lot of resources, and I have no clue how it requires extra support. A high end translator would work just as well but im sure the coding costs money and that would take more resources than just giving foreign languages their own forums.

- nope, there are plugins to translate "sections" of posts (?!), haven't installed it to comment how well it works or not..
- there are modules to be installed in your web instance, but don't know if they would be supported with simple machines, ie it detects either the language of the web
browser or user location and provides the specific regional translation thereof; issue here is that most of if not ll of us use Tor or various layers +proxy so location is
just going to screw things up.
