Is it still possible to create a new identity or use someone else s? Who can help with this? What are the risks and the costs? Who can help me with this? If you can help please reply or send email. Thank you.

There are many ways. If you're running a Linux system, you could install the tor-browser-bundle, which comes with Vidalia, (google "tor browser bundle") which has a button that allows you to change your identity. If you're running firefox web browser, you can install the anonymox plug-in, which allows for multiple identities all over the world, and has the option to switch to a tor identity.
Unless of course you're talking about changing your personal identity, in that case, there are plenty of books and guides on SR that can help you with that. ;) Look in the digital goods section.
Also, there are several OS's designed for anonymous browsing. Liberte is one, Backtrack 5 is another. I use both.

The anonymox addon is not safe to use.
I can track myself down within 30 meters accuracy.
When banned on a forum, you will be recognized.
The torbutton is not safe either.
It is not in use anymore.
