Title: DOJ's principles for conducting online undercover operations

It's from 1999, but it's still relevant.

I can't find a copy of the ODNI "Civil Liberties and Privacy Guidance for Intelligence Community Professionals: Properly Obtaining and Using Publicly Available Information," though.

  Yeah something post 911 would be useful........things have changed big time since then (patriot act) and all

Agreed. I don't think things will have changed for the better, though.

The Council of Inspectors General Guidelines on Undercover Operations (crossposted from earlier) are more recent, but other than some procedural fine points, they seem to refer the reader back to the 1999 DOJ document.
