what do i do if a vendor put the order 'in transit' but has told me my package doesnt come with a tracking number when i specificly paid for it. i tell him that, and he says he hasnt shipped out and to cancel the order. i dont see how one can cancel the order even if he fails to ship the package with the proper method.

Once marked in transit only the vendor can cancel the order, all the buyer can do is wait until the resolve option becomes available. If the vendor does cancel the order then you get the opportunity to leave feedback so you can warn others about your experience :)

so i have to wait the 10 days then just to 'resolve'? how does it work once i am able to click the resolve button what will happen from there on out?

I think it becomes available before then :)
It will open a ticket in the resolution centre, there you make your case and the admin decide the outcome after listening to both sides, from what you say the vendor hasn't kept his side of the deal so admin would likely resolve in your favour.
It's unlikely the vendor will let it go this far if he's already mentioned cancelling, drawing things out will only aggravate you and your feedback would reflect that, he'll likely cancel before then. :)
