Title: Does reinstalling windows actually wipe your HD

Or does it always retain info that could be investigated later?

I don't know about *always* but, yes, it does retain data. Download DBAN and run that prior to re-install.


EDIT: by retain data I mean, it doesn't do a full and secure wipe of the drive prior to reinstall.

NO the files are still there you need to do a complete xo10 clean & wipe to the drive because windows stores some of the old info in files on the new operating system when you transfer

No, reinstalling windows will NOT wipe your HDD. Formatting (full or quick) will not actually destroy file data either.

Do as Errl_Kushman suggested and google DBAN. It will allow you to create a simple boot CD that will wipe the entire hard drive.
