Maybe cryptic. Though it could also be the result of bad google translate. When you try to run slang and colloquial phrases through google translate it comes out as gibberish, not quite unlike this one.

If u run it through Google translate to Dutch and back to English the first line goes:
Police have trouble with (Redaaccted)
But the rest does not improve.
