Title: Is there a market for new credit files, adding trade lines etc?

I'm not talking about stealing any indentity, I'm talking about creating one from thin air. Is this illegal here?

Basically for people with bad credit that needs a fresh start. A new credit file.

No. You have to steal someones identity, unless you work in the pentagon or something extreme.
