When I am checking out and I encrypt my address using the public key of the vendor do I need to attach my public key too?

nope. only if you want the vendor to encrypt a response he/she might send you. which is not a bad thing. you can encrypt you public key as well within the msg.

OK cool. I'll encrypt it in the original message then. I'd like to get a tracking number back.

the vendor only needs your key if he/she is going to send an encrypted message to you- so they dont need it but it wont hurt and as flashlight said you can add it at the end of your encrypted message to them- but note if the name on your key is different from your SR username- that makes it more difficult for the vendor to find it ( imagine a keyring with dozens of names- would you search through them just find a name that didnt match ? i wouldnt)

dont check tracking using tor or real ip. better, dont check at all. ask for tracking # to be send encrypted

Most vendors wont send tracking except if there is an issue needing resolution and in that case they just provide to an admin. And if they do, they shouldn't. It's a risk on their end to do so.
