Title: Moneypak Traceable?

I've heard about moneypaks not being traceable.  My questions is when someone purchases a moneypak and gives you the number to reload a card, can they find out who deposits it on their card from knowing the number they gave you.  From what I've read, moneypak cards must have a legitimate ID to be able to be activated and used.  If anyone could shed some light on this I would appreciate it? Thanks!

LE could definitely backtrack a moneypack number to see who purchased it. They're not very safe at all

Even easier for them to see who redeemed it.
