A controlled delivery is when you have something delivered to you by Law Enforcement (LE). The idea is that you open the door, receive your package and sign it. You've now signed a form saying you accept the package. If this is a package from SR you've just admitted to accepting it - this is not a good thing. By signing for packages you lose your plausible deniability (you can't deny that you were expecting it - which you can if you randomly get drugs in the mail). Basically don't sign for mail if there's any chance its from the road.
