I'm making up a few USB drives for a couple of mates.
I use Ubuntu which has a little annoying bug with GPA. I was hoping to avoid the whole issue by just downloading a linux distro that had GPA and TOR Pre-installed (i dont really care about tor preinstalled, i just want GPA pre-installed so i dont have to fix the bug)

I use Liberte Linux, USB bootable thumb drive. Has EVERYTHING you need. Includes Tor-ified browser, PGP client, and much more you'd expect from a real (albeit lightweight) OS. It will store bookmarks, PGP keychain, any other files you want, and it's encrypted & password protected.

Almost all Linux distributions come with GPG pre-installed. However, often it doesn't come with a GUI (a graphical user interface like GPA or Kleopatra). To use GPG, you have to use the command line (also called the terminal).
Here is a good guide on using GPG through the command line.

You can install Tor yourself very easily by just downloading and extracting the latest bundle.

Yes, Liberté comes with GPA and Ubuntu doesn't. However I like Ubuntu overall so much that I accepted that and learned to use GPG through the command line. Now I don't want to go back because it's fast and gives you a lot of options.
But, you can also try to install Kleopatra on Ubuntu. You can find it in the software center.
