Title: Looking for networking help. I think I'm getting ping attacked.

Ok guys well here it is. I'm a sophmore in college learning IT yet I still don't know as much about networking as I should at this point lol.
I am having trouble with my internet and either A) My ISP is fucking shit up like they do pretty often or B) I'm being ping attacked.

My modems running fine(all lights on etc), my routers working A OK, and I'm recieving signal/ a proper connection on all the devices in my house. But for some reason over the past day I have only been able to access the internet through TOR. So the fact that I am able to connect to the internet(through TOR), shows me that my ISP is doing it's job but I am unable to make any internet connections through my actual default IP.
Keep in mind I recently installed ubuntu on my computer so I am new to the unix game.
I tried pinging and tracerouting all sorts of addresses through my default IP and could not get any packets out. The only successful syn and ack packages I was able to send and receive were to my LAN address. I couldn't even find my default IP last night because when I went to whatsmyip.com and sites like that through TOR(the only way I can access the web) I only get the fake addresses assigned from TOR. And I forgot how to find my modem/isp or whatever you call it, main ip address through the terminal.
I've read on websites that my best bet is to raise a firewall or use iptables to filter out the amount of packages I receive. Problem is I can't access any of these softwares through my software center because my internet situation. And most of the websites I've found with downloads for these softwares do not offer ubuntu/unix compatible versions.

It started last night, I was in a btc chat with this tard who was annoying the hell out of me and I gave him the traditional internet thug/troll molly-whopping. 10 min into going at it with him, my internet fails. TOR wasn't even able to connect to anything until this morning(if this guy is ping bombing me perhaps he slowed down the pings at one point and left a window for me to connect to the TOR). Strangely enough, once every couple hours I am able to launch firefox without tor and get on the web again. But I cannot install anything on the software center(I get error messages of failed connections.)

I actually was able to get my IP address when mozilla went back to working for a little while so hopefully that should give me some leverage.

Anyway I think I provided a mountain of details at this point so can anyone provide any suggestions of what might be happening and what some possible solutions are?

Oh yeah if it means anything I do have virtual box and I have both Windows 7 and Windows Xp on it. Perhaps there is something I can do through there that can solve my problem? I know this is a load but I noticed there's a lot of good IT's on this site so any help would be greatly appreciated. If I had over 100 posts I'd even through out some karma's lol.

C'mon techies, I know someone's gotta be able to help me I'll even through a bitcoin out for the help(don't have enough now but I will later on in ze week).
