Title: 2 shipping questions

New to SR and looking to make a purchase soon.

#1 - Who is more at risk of getting caught the buyer or seller?

#2 - Will dealing with vendors domestically increase my chances of a successful transaction? (I'm in the US)

Welcome to SR!

1) The vendors are the ones that are more at risk because they're the ones distributing rather than just buying personal amounts.

2) Technically yes, most international orders make it through into the US okay if the vendor does their drop correctly, the only downside is the shipping time (sometimes you wait up to a month)
