Title: BTCpal, i've been ripped off?

Hey guys,
Today i place my order to  buy bitcoins from this guy with western union.
He ask me to use the question and answer option that is a extra security.
But there is a problem that  BTCpal is from the USA and for where i'm from ( EU union) the agency of western union said me that this option is only avaible for Africa continent.
I was no worry so i decided to send the money because i have his recipient name.
Now i'm a little bit scared.What will happened now?

whay you guys think.
I've send the money yesterday and yet not receive my bitcoins from him.
He ask me the Question and answer for the pick up the money with western union,but this is not possible for the place who he lives,is only avaible for Africa continent.
Ive been scammed guys

I'm confused. you expect him to go to africa because that's the only place you could send it and now you think you've been scammed?

No he's saying the Western Union agent would only implement the security question aspect of the transaction (the claimer could use the question in lieu of presenting an ID to claim the cash) if the recipient was in Africa.  I'm not sure if that is now WU policy or if it was just that vendor's where you procured the transfer order; I'd suspect the former but that's just an educated guess.

Check the MCTN to see if he's actually shown an ID to receive the cash.  If he hasn't, you can reclaim your money minus the WU fees. 

How much $ we talking about btw?

The money that i send is about 173 dollars
The current state of the money in the Western union site is : Available for pick up by receiver
My location is in Europe and location BTC is in USA, i don't understand why the security question is only avaible for Africa it makes no sense.Or the agent WU is crazy or he's crazy.

You can get your money back if you want and lose the 15-20 bucks in fees by claiming it.  And/or you can contact the vendor and ask him if he will pick up w/o the security question and just the name he presumably gave you .  He will need an ID in that name (which is probably where the security question from his perspective comes into play; he wouldn't ask for one if he was comfortable using a name/id to pick up from WU it seems). 

Just guessing, but the rationale from WU's part in only allowing security questions from Africa is that it's probably a lot harder to get ID over there in some parts relative to the rest of the world (probably less western unions too, but I digress...) and as such it's valid in that respect.  In any other place there is probably no reason not to have easy access to an ID.  WU wants to protect itself from being implicated as a facilitator in illegal dealings; they are a billion dollar corporation they don't need to draw potentially expensive law inquiries into facilitating money laundering nor do they want to take the PR hit of being middlemen to Cartels and TERRORISTS by a hyperbolic media.  For example if you could send money via WU w/only a security question and no ID in a non-African country than you could launder money by sending it to yourself/family extremely easily with much less of a footprint.

Have you messaged him?  He probably just hasn't been able to pick it up yet.  As far as I know there are NO confirmed cases of BTCPal scamming anybody.  I have traded with him with success.

People who act like you make vendors very angry, and give other buyers grief by bringing the whole community down - you need to try communicating with him first, and be PATIENT. 

You even said yourself the money is AVAILABLE TO BE PICKED UP.  That means - guess what - he HASNT PICKED IT UP YET.  How can you call him a scammer if he hasn't even taken your money yet?  come on!!!!
