I doubt it, they can't do it even if they wanted to.

need a warrant to open domestic mail regardless of what they "suspect" it to be, unless it's got DRUGS written all over it, even then they might need a warrant. but 99.999999999999999999% they need a warrant to open domestic mail
The only reason they open international mail without warrants is because as soon as mail crosses a border they "assume" it's for fraud e.g. checks or bonds etc which would hurt the economy

They don't need a warrant, just 'reasonable suspicion'. You are confusing Australia and USA. A sniffer dog pausing over a package is all they need to open it.

So consensus is warrant but if they stormed into Australia Post with sniffer dogs it wouldn't matter anyway
