There are no theoretical barriers to regular banks to opening branches on the internet through which they could offer accounts, loans and other banking services in Bitcoin in exactly the same way as they already do in all other currencies. In fact, such a development is highly likely if Bitcoin grows to become commercially viable, and potential legal questions are straightened out.
