a user has asked me to send him my pgp key in exchange for a tracking number. i am a buyer only. is it safe to do this?

Isn't he just asking for your pgp so he can send you an encrypted message containing the tracking number?

Your public key is meant to be public... so people like him can send you encrypted safe messages that only you can decrypt.

You need to send him your public key then, yes.
You might want to look up some PGP tutorials, you don't quite seem to grasp how it all works.
He can encrypt messages with your public key. these messages can then be read by you using your PRIVATE key.
