How do you transfer bitcoins from one sr account to another?

You can't.  You would need to withdraw them to your wallet and then re-add them to the new account.

Why would you need to do that? Can't you just get the deposit address of the wallet SR gives you and use that when withdrawing from the other account?

I just transferred bitcoins between two accounts just using SR "Send bitcoins to another Silk Road member:" under account settings. Instantly.

I had two accounts since I had an incorrect password on the first account with bitcoins deposited. Placed an order with my new account, had some left over, transferred over to original. (just an example of why someone would do that).
