A seller is costing a buyer time and money when they cancel and don't give a reason. It would be nice to know which sellers habitually do this so buyers can stay away. It would also help determine which sellers are LE fishing for drop addresses.

It wouldn't help to determine which sellers are LE just because they cancel.
It also is a bad idea for buyers to leave feedback on canceled orders as in the following situation:
New buyer signs up and wants to make a large order. New buyer has no previous transactions and is new to the Silk Road. Some buyers want new members to finalize early as they worry that they will pull a "they didn't ship it to me, refund!" after they receive the order. Because of this, some vendors choose not to deal with new members and will cancel the order. Why should the buyer be able to leave feedback?
Actually take into consideration of what feedback means and I wouldn't say it includes and order not completed.

If a seller doesn't want to deal with a new customer at all or on a large order that should be spelled out on the sellers page or in the product description.
Also, feedback is kind of meaningless if the top 50% of sellers have 98% 5/5 and up (not sure of the stats, but that is what it seems like). As a new customer, if a seller doesn't have any special conditions on their page and they have 100% feedback, they shouldn't be canceling orders with no communication. And if they do, a buyer should be able to communicate their experience to other buyers.

Some sellers here are extremely busy, who are you to say that they have to communicate with you if they have no want to deal with you?
Who is to say you have the right to publicly leave them 'feedback' and "communicate your experience to other buyers" when they simply do not wish to deal with you?

Once the middle man has taken his cut I would consider the transaction started. So they are backing out in the middle of the transaction, not before it started.
From a utilitarian perspective, if a seller cancels 9/10 placed orders, wouldn't buyers want to know that? I think that information would dramatically alter ordering habits.
