I can't post in the Security forum yet, but I wanted to reply to a thread claiming that Cogent is an "ISP" set up by xxx law enforcement agency to be able to track SR users.
Cogent is not an ISP, at least not in a traditional sense.
Cogent is a bandwidth provider, and they exclusively deal with data-centers and businesses.
They are well known in the industry for having the lowest prices, and not-so-great quality.
They have been around for a long time, and are a fairly large and well known business (Google and just about everyone else has a contract with them) that owns (or at least rents) a lot of fiber optic cable in the ground, and for those reasons it's almost impossible for them to be a front for any agency.
Though if someone wanted to run professional or spy TOR relay or exit nodes, they would certainly be the best choice (fat pipes, cheap traffic) for that. And in that regard, if LEO has TOR nodes, it’s only natural for them to be connected through Cogent.
