I'm primarily talking about chemicals such as: schedule 3 API raws, drug precursors (p-2-p,bmk), synthetic drugs "RC",that are usually shipped from China or India.
I can't really comprehend how many of these compounds would get seized. Drug dogs can't detect them, x-rays wouldn't help. The only way is if they open the package up, remove a sample, and test it. Even with that, most of the chemicals have no reagent test, you would have to do a full GC-MS test.
I've read from a government doc (a couple of years old though) that CBP only uses a scanner for radioactivity for all incoming packages/mail and aside from that, it's up to the agent to select mail directly from the conveyor belt based on whatever he deems as suspicious
