You have it the other way around. You would a use a VPN on top of ToR and to answer your question no your ISP shouldn't be able to see that you are connecting to ToR because your IP would be first connecting to a VPN which is shared by other users so all they would see is the IP address of the VPN server that you chose.

mind explaining how to hook a vpn on top of tor??? we are talking about the tor browser right?

It's pretty simple, just pick a VPN service that you think you can trust and sign up for it using a prepaid card from a public Wifi spot. After that you just connect to your VPN either through their preconfigured software or manually by going to your network > connect to a new network > connect to a VPN > enter VPN IP info(this is if your using windows). Once that's done then you just start ToR as usual. You may want to go online first and run a check of your IP to make sure you're connected to your VPN.
