Is it normal for a seller to ask for your address again by private message, even though it was given when the order was made?

Not usual, but he could have screwed up and lost your address.
Make sure you encrypt it to the sellers public key from their page, do not send it plaintext and you should be ok.

I had to do that when I accidentally hit ship on wrong order.. buyer send encrypted address again and that was that

I've actually just recently made the mistake of getting super high, fucking up my shipping address when making the order, and then sending a plaintext address in a private message.

This just goes to show that: [ weed + SR = probable stupidity ].
