Title: Buyer Ratings and Sellers with Issues

I recently asked VortexMilkMan to cancel an order that I had extended the date on twice. Rather than Cancel he issued a refund. So I get dinged with a recent refund rate that doesn't make sense. There are two issues with this - first, VMM is basically on probation with very few people receiving anything. The only reason I had the option to get my money back is that I didn't finalize early. It's pretty clear he didn't ship - I didn't really get a refund, the transaction got canceled. Second, by weighting only recent transactions it's not obvious that the refund rate is based on a smaller number than my total transaction value.

Anyway, it seems like some work is needed in order to better reflect what is really going on as part of buyers stats.

Orders can only be cancelled before the vendor flags them as shipped. After that, they can no longer be cancelled but can be refunded.
