Title: Packages arriving before 'finalize' is a buyer option

Some of my packages are arriving to my customers before 'finalize' is available to them. How long does it take for finalize to become an option when purchasing from a new vendor?

2 days after u click in transit till u have 35 transactions

SR vendor problems:  can't get paid as fast as you can fulfill orders.  Major props sir, we need more vendors who are as on top of business as you.

As lefthandspinner has said, new vendors need to successfully complete 35 transactions before they can ask a buyer to FE. This is the reason the finalize option is "greyed out" until they hit 35 transactions. After 3 days, a buyer is then able to finalize the order for the vendor who has less than 35 transactions. This helps stop a vendor who may set up shop with the idea of asking buyers to FE and then not fulfilling their end of the deal by not posting  the goods. :)
