I hear people can get encrypted cellphones, that work for like 6 months, then the person who created it sends a msg to the user saying they have to pay a certain fee then they get sent back a new algorithm and then they are good for another 6 months. Anyone know about a similar service?

It is not advisable to use a cellphone since it can be traced by triangulation of the antennas. But let's say you just turn it on when you're in a very populated area like NYC...
You can get two Android Cellphones and use Redphone from Whisper Systems (http://www.whispersys.com/). This company belongs to a known hacker.
RedPhone provides end-to-end encryption for your calls, securing your conversations so that nobody can listen in. It's easy to use, and functions just like the normal dialer you're accustomed to. RedPhone uses your normal mobile number for addressing, so there's no need to have yet another identifier or account name; if you know someone's mobile number you know how to call them using RedPhone. And when you receive a RedPhone call your phone will ring just like normal, even if it is asleep.
And don't forget to check if CarrierIQ is installed on your cellphone.

Well, you could pull the battery out when you're not using it, and only use it in different random locations, never anywhere connected to you? PITA, for sure though.

But you never know if the other part is taking the same precaution as you do. People make mistakes and you shouldn't take risk because of them.
Cellphones are too risky.

plus both people need to use a compatible encrypted phone. I would go with android over anything. I don't much trust encrypted streaming voice though. Data leaks in too many places.
